Project Status:  

This update provides information on a number of positive developments as the Department of Parks and Recreation continues the progress of constructing a new Tucker Road Ice Rink. The most recent community meeting was held on March 15, 2018. At that meeting, the department discussed the rebuilding of a new Tucker Road Ice Rink and reviewed the status of the project. The project is currently within the design/construction phase. Contracts have been awarded to finalize the design followed by the start of construction. Forrester Construction will serve as the Construction Manager at Risk (CMAR) for the project. Forrester’s role will consist of Pre-construction Services (budgeting, scheduling, constructability), and Construction Services (coordination/management of all construction activities

There has been some delay caused by the Department’s need to go back to the County Council for additional funding. Last year, the County Council approved a budget of $20 million. A booming construction market in the Washington Metropolitan Area is driving building costs higher. As a result, Forrester’s analysis of the proposed design plan determined the actual costs were higher than the approved budget authority. The total estimated project cost to build the new facility is approximately $27.6M, which exceeds the current budget. The good news is that the County Council approved an increase to the funding authority as part of its approval of the FY 2019-2024 Capital Improvement Plan on May 24, 2018. 

Next steps include completing the site permitting process, demolishing the existing structure, finalizing the contract with the Forrester Construction Company and establishing a project delivery schedule.

The Mandatory Referral process is underway. The Planning Board is scheduled to consider the project in June 2018. 

Scope of Project:

With the primary focus of delivering a single sheet ice rink, we have worked with a voluntary community steering committee and retained the services of a leading design firm to develop a design for the replacement rink. The new facility will consist of 48,860 square feet primarily intended for general indoor community, ice-skating recreation, figure skating and ice hockey. The facility will have an NHL-sized ice rink with seating bleachers for 300 to 350 spectators. The design includes a variety of other spaces such as a flexible classroom/party room, a vending café snack bar, a dance studio, a skate rental space, 6 locker rooms; two officials’ changing rooms and a family restroom/changing area. The new rink will include a ceiling mounted “dual-rotation training skate jump harness” for figure skating jump practice on the ice rink. Further, the new replacement rink is designed with expansion capability for an approximately 31,110 gross square foot addition in the future that can include a second 26,220 net square feet sheet of ice, 4 locker rooms, a fitness room and support spaces as desired when the expansion occurs.

 

Project Objectives:

The project goals are: 

  1. utilize the approved funding efficiently,
  2. minimize patrons’ time “off the ice”, and
  3. maximize the value in the design of the facility.
